▶ 0:24:49Mr chairman there are 31 members present corm is present and now recognize the ranking member the new ranking member the gentleman from Maryland Mr Rasin for an open any opening comments he may have and introductions he may have of his members and I I just want to say I I do welcome Mr Raskin back to this committee we've had a um long friendship uh and a long history of debating each other as well uh but I do welcome him back as as the ranking member we're going to miss Mr Nadler but he's going to be part of the committee
▶ 0:25:19but the new ranking member Mr Rasin from Maryland is recognized Mr chairman thank you so much it really is a a delight it's an honor it's a a privil of a lifetime to be back in this uh Committee in this position alongside you I actually was an intern on the house Judiciary Committee in 1982 my junior year of college I worked for John Conor I used to drive him back and forth to the airport uh and carry a suitcase but I began to embibe the very
▶ 0:25:49special Spirit of this committee and uh it's a dream come true for me to be in this position as a ranking member with the extraordinary members over in our side and the extraordinary members that you've assembled uh on your side of the aisle too so I really look forward to working with you you are um a great uh intellectual wrestler and pugilist and combatant um and I've always enjoyed our intellectual skirmishes and debates and enjoyed even more uh the momentary interludes of uh friendship
▶ 0:26:20and cooperation that we've had and we've actually we've actually been able to do some legislation together and I hope we can do more very proud of the press act that you and I did to um mobilize defense of journalists so that they don't have to face compulsory production of their confidential notes and sources uh something that passed unanimously in this committee unanimously in the house unfortunately um hit
▶ 0:26:50uh some hard rocks over in the Senate but I hope we'll be able to bring that one back and generally uh I believe that you and I Mr Jordan uh find a lot of conscientious common ground on constitutional law and on the rights of the people and the Bill of Rights and civil liberties and I think you know that's been the bread and butter of this great committee which was the Providence of course of the Civil Rights Act of 1964 and the Voting Rights Act of 1965 and lots of other great pieces of
▶ 0:27:20legislation protecting the Civil Rights and civil liberties of the people and I hope we can uh recover and advance that tradition together um I also want to thank Mr Nadler I don't know if he's arrived yet for leading the Democrats on the committee he too is a great combative uh New York ideological Street Fighter um and uh has kept the constitution in the common good very close to his heart and I'm pleased that he will continue to be an active member of the committee um sitting
▶ 0:27:50alongside us um so um we have uh some uh new members and I want to uh introduce them to you um and we've brought you nothing but the best Mr chairman um starting with uh Sydney kager Dove uh Sydney is from the 37th District in California um our thoughts go out to everybody in the Los Angeles area uh suffering still from the effects of these horrific
▶ 0:28:21and devastating fires um prior to coming to Congress representative K longer Dove was a community the uh ad Advocate and activist she spent nearly a decade representing the people of Los Angeles both in local office and in the state legislature um and she has been a great Champion for uh families and for civil rights and for civil liberty and for civil uh freedom and we welcome her to the committee
▶ 0:28:51um Jared moscowitz is from the 23rd congressional district uh he began his career in public service during law school when he was first elected to the Parkland City uh commission and he is a graduate of the Marjorie Stoneman Douglas school and the the cause of uh Community safety Public Safety gun safety uh has been very close to his heart in 2012 he was elected the Florida legislature where he worked on um a whole bunch of issues incl including Public
▶ 0:29:21Safety and gun violence he was appointed by Governor DeSantis in 2019 to be Florida's uh Emergency Management director where he served with distinction um and later he became um Broward County Commissioner so I've seen him in the oversight committee Mr chairman um uh skewering um his opponents during the meetings and then befriending them afterwards and going out and getting a beer so he's a good person to get to
▶ 0:29:52know for those of you who don't know Mr MTZ Dan Goldman Dan Goldman's in his second term thank you Jim uh is in his second term representing New York's 10th uh which covers Manhattan and Brooklyn uh prior to his service he was lead counsel in the first impeachment trial of Donald Trump both uh working on the house intelligence committee and uh during the Senate trial he before that he was assistant us attorney in the southern district of New York for 10 years focusing on organized
▶ 0:30:22crime prosecutions and white collar crime uh he was Deputy Chief of the organized crime unit from 2012 to 2014 and he was senior trial Council in the Securities and commodities fraud task force from 2014 to 2017 she's one more distinguished uh prosecutor and former um Hill staffer uh who's come to join us welcome uh to him um and uh finally um is uh another friend who came over uh from the
▶ 0:30:52oversight committee with me Jasmine Crockett she represents the 30th District of Texas which includes parts of Dallas in um Taran counties uh before coming to Congress she was a public defender a civil rights attorney and a State Rep she began her career in the Bowie County public defenders office and she's had a number of uh High positions within the legal community and the the bar uh in Texas in 2020 she was elected to the Texas house um and uh was a champion
▶ 0:31:23there of civil rights civil liberties and uh Public Safety uh and I and she has a a penchant for poetry and alliteration you may have noticed in some of the uh the the episodes with her from the oversight committee that gone viral uh I've explained uh to all of our colleagues the um the level of decorum that uh generally governs here in the Judiciary Committee and uh I know everybody will be acculturated to that soon
▶ 0:31:53um so I want to welcome back uh all of our returning members um let's see did did I welcome Becca ballant uh did we do oh okay okay uh Becca ballant uh well we'll get to this but she's going to be serving as the the vice ranking member uh over on our side uh Mr Jordan so uh with that I just want to say um I'm very psyched to get to meet all of uh my
▶ 0:32:23new colleagues over uh on your side of the aisle and we've got the the opportunity I think uh it's a very interesting moment in our history we're obviously going to stand strong and stand tall for the Constitution the separation of pow civil liberties civil rights every part of the Constitution um I think if we put our heads together we can work really to fix um our broken immigration system in a comprehensive and effective and just and humane way we can protect the Civil
▶ 0:32:54Rights and civil liberties of the people we can address the epid emic of gun violence and gun crime uh in the country um we can secure the right to vote I'm hopeful this is one of my own uh personal things Mr chairman but I I know um that the incoming president is very proud of the fact that he won the popular vote for president by more than three million votes I know Joe Biden was very proud that he won the popular vote by 7 million votes in the prior election I'm proud of anybody who can win a
▶ 0:33:24popular election including the people in this room we know how tough it is I think it's time for us to move to a national popular vote for president which doesn't have any particular partisan veence but the electoral college system um has given us five popular vote losers in our history and it seems always like an accident waiting to happen and I hope we can get together to address that um and uh we we've got to address also um uh reforming
▶ 0:33:54um the ethic system on the Supreme Court and throughout the judici and I know that's something that can unify us across party lines so with all of that I thank you Mr chairman for your kindness and your Indulgence I really look forward to working with you in the 119th I I thank the gentleman uh and I would I would just Echo uh the ranking member thoughts on on this is the committee the committee in Congress primarily designed to protect the Constitution the Bill of Rights the Liberties that the citizens of this great nation have and so we we I know we all
▶ 0:34:24both sides of the aisle take that take that responsib in protecting those those those rights those Liberties and the Constitution very very seriously and I welcome the new members on the Democrat side we've debated with many of them before and look forward to that that healthy and robust debate that this committee always always offers um I now want to uh introduce our new members I think we have seven um first I'll start with the gentleman from Wisconsin Mr growman who's been in and Glenn is not even here look at that uh represented Wisconsin six District
▶ 0:34:54since 2015 prior to being elected he was a member of the wiconsin State Senate and is uh uh one of those oversight individuals who's also now here on the Judiciary Committee we welcome Glenn Glenn's been a friend for a number of years representative Brad not freshman member representing North Carolina's 13th congressional district he previously served as a federal prosecutor um distinguished prosecutor in the office of the US attorney for the eastern district of North Carolina and we welcome Mr not to uh to the committee as well uh representative Mark Harris had
▶ 0:35:24to step out as well and I think they we got a couple committees going on now which what we all understand but representative Harris is a freshman member representing North Carolina's e8th congressional district before being elected to congress he served as a minister Baptist Minister uh there just outside of Charlotte Representative Bob and is a freshman member representing Missouri's thirdd congressional district he previously served in the Missouri Senate and the Missouri House of Representatives and addition to being a lawyer he is also a physician uh representative
▶ 0:35:55Derek Schmidt welcome Derek uh I think I think he's the only member of Congress now member of the House who was the former State Attorney General so uh it represents Kansas's second congressional uh district and served as attorney general in his great state for uh eight years and 12 years excuse me 12 years even even more impressive uh welcome uh Derek represented Brandon Gil is a freshman member representing Texas 26 congressional district prior to being elected the house he worked in the financial and media Industries and we we're
▶ 0:36:25glad to have the gentleman from Texas as part of our committee and then representative Michael bomgardner a freshman member representing Washington's fifth congressional district he previously served with the state dep Department all over the country we had dinner last night with Michael learned about some of his experiences and uh in was in the Washington State senate for I believe eight years uh welcome to the committee we welcome all our new members both sides of the aisle look forward to your contributions to our meetings and hearings the next order of business is the adoption of the committee rules for the 118th Congress as required by
▶ 0:36:55Clause two of House rule 11 a copy of the proposed rules was distributed to committee members I will Briefly summarize how these rules are different from the rules of the last Congress these rules make modest alterations uh to improve the operation of the committee such as adding artificial intelligence to the name of the subcommittee on courts intellectual property and the internet clarifying the subcommittee's jurisdiction over patents trademarks and trade secrets and vesting the subcommittee with jurisdiction over emerging Technologies
▶ 0:37:25rules also vest the subcommittee on the Constitution and limited government and the subcommittee on the administrative state regulatory reform and antitrust with jurisdiction over the effect of the regulation of artificial intelligence on matters within those subcommittees jurisdiction and finally turning to the subcommittee on responsiveness and accountability uh we turned that into the oversight into the subcommittee on oversight with jurisdiction over the operations and activities of the various agencies departments and components within the jurisdiction of the full committee these changes
▶ 0:37:55are necessary to improve the committee operations to ensure that we are conducting the sort of constitutional oversight that the American people expect from us and I urge the adoption and I now recognize ranking member Rasin for any remarks he may have about the rules and thank you uh Mr chairman uh if we're going to have some substantive disagreements um in the days ahead uh today is not one of those days I'm pleased to say that passage of these rules is something that seems uh perfectly reasonable to us um
▶ 0:38:25and I appreciate that with minor exception these rules are a continuation of the rules that we've operated on uh in Prior congresses and in the last Congress and I've got no objection to them I've got no quarrel with anything here uh including the the name changes to the the subcommittees and uh I hope this launches us uh in a peaceful and harmonious Direction at least for a couple days I'm sure it will I'm sure it will back any any anyone seeks who seeks recognition reporting Quorum being present the question
▶ 0:38:55is on the adoption of the committee rle rules as amended all those in oh that's right we didn't amend it didn't um reporting cor meeting presid the question on the adoption of the of the committee rules all those in favor say I I those oppose no the eyes have it and the rules are adopted without objection the staff is authorized to make Technical and conforming changes pursuant to house rules the rules adopted by the committee on the Judiciary will be published in the Congressional Record and made available to the members of the public on the committee's website um
