▶ 0:12:51119th Congress I now recognize myself for an statement good morning and welcome to the first meeting of the house committee on science space and technology for the 119th Congress I want to welcome back our ranking member congresswoman zo lofan a longtime member of this committee and I look forward to working with you on various issues that fall under our shared priorities I also want to offer a special welcome to the members joining the SST committee for the first time
▶ 0:13:22as well as those who are returning you have joined a committee that is instrumental in Paving the way for America's fure future accomplishments and ensuring that our security and success for decades to come are ensured please join me in giving them all a warm welcome all right thank you hey mayor our work on this committee will expand and strengthen the foundation that we've laid throughout the 21st century to ensure that we keep competitors in check
▶ 0:13:52and lead in the sectors of Space Science and Technology this committee was established in July of 1958 as a direct response to the Soviet Union's 1957 launch of Sputnik 1 the world's first satellite during this era we Face a serious challenge to our Global Leadership and folks it is no different now once created the committee ensured that the United States conquered the challenge posed by the Soviet
▶ 0:14:22Union while fostering Innovation making new discoveries and strengthening our Global competitiveness and leading the world in science and technology and while the committee's jurisdiction has grown the competitors have changed our purpose is essentially the same nearly 70 years later the SST committee's legislative and oversight efforts of the 119th Congress will be focused on several key issues including upholding our nation's tradition of leading
▶ 0:14:52Humanity to New Frontiers especially in space and Discovery building groundbreaking advancements through strong public private Partnerships getting America back in the business of leading the world in transformative advancements across all sectors reducing regulatory burdens to continue enhancing American competitiveness and driving Innovation and ensuring our nation isn't Tethered to Earth by red tape American industry needs to work
▶ 0:15:23at the speed of innovation folks not bureaucracy by working together I have no doubt that we can meet our goals and Achieve much this Congress we will consider legislation that strengthen to strengthen us competitiveness in the quantum information Sciences improve our nation's weather forecasting capabilities and ensure that the agencies that we oversee are focused on their core duties advancing science keeping America safe and finding common sense
▶ 0:15:53Solutions we will also Advance legislation that supports the US commercial space industry and keeps NASA on its mission to return Americans to the moon and establishes a pathway to Mars and Beyond Mr pearlmutter lastly our committee will protect taxpayer dollars through rigorous oversight of federal research agencies ladies and gentlemen the spotlight is on us the world has never paid as much attention to these issues under
▶ 0:16:23this committee's purview as it does right now and so by utilizing each committee members expertise background and unique District interests I am confident that we can do great things for the American people and ensure that our nation's best days remain ahead and I'd like to now recognize the gentlewoman from California Miss Lofton for five minutes for her opening statement well thank you Mr chairman I think this is an exciting moment as we begin this committee's work
▶ 0:16:53for the 119th Congress what we have achieved on this committee over the years really nothing short of amazing we've guided the technological advancement of our country and maintained our position as the global leader and the reason we're able to be so productive should be a surprise to no one we found common ground and collaborated it was as simple as that but that Simplicity belies a lot of hard work so I would encourage my colleagues to reach out across the aisle so that we
▶ 0:17:23can make our country safer smarter and more environmentally sound together I expect this history of bipartisanship will be a feature of this Congress as well so I'm eager to get started I'll say that the majority circulated the committee rules and the oversight plan for the 119th Congress ahead of time and my caucus approved them last night so I believe it's safe to say that we will all approve of them now and with me that said Mr chairman I will yield
▶ 0:17:54back I think the uh collaboration on our rules and oversight uh is an indication of our uh interest in working on a bipartisan basis with you to advance our country's interests I yield back yes' yes ma'am thank you so very much uh and now our first item of business is the adoption of the committee rules uh the clerk will designate the rules please ma'am rules of the committee on science space
▶ 0:18:24and technology for the 119th Congress without objection the committee rules will be considered as read and open for Amendment at any point copies of the rules are in your folders and were distributed to all offices on Friday January the 31st the committee rules package that we're considering makes very very minim minimal changes to the rules that we operated under uh under the uh in the 118th Congress we've made updates to conform to the house rules
▶ 0:18:54for the 119th Congress including adding a specific provision for electronic voting I think it was time that the uh committee on SST and Technology uh started electronic voting we've been doing that in transportation for a long time already uh we worked with a minority to update uh these rules uh to ensure bipartisan agreement and I ask my colleagues to please support this passage I now recognize the ranking member for five minutes for any remarks that
▶ 0:19:24she'd like to make Mr chairman I just appreciate the courtesy that you have given to the the Democratic members and working with us I support the rules and I believe all of our members do and yield back yes ma'am thank you does any member wish to offer an amendment hearing none I move that the committee on science space and Technology adopt the rules of the committee as proposed all those in favor signify by saying I I all those opposed no
▶ 0:19:54okay and the opinion of the chair the eyes have it and the committee rules are the next item for consideration is the proposed committee authorization and oversight plan for the 119th Congress the clerk will designate the plan authorization and oversight plan on science space and Technology without objection the committee oversight and authorization plan will be considered as read and open for Amendment at any point
▶ 0:20:24copies of the plan are in your folders and were distributed to all offices on Friday January the 31st pursuant to Clause 2d1 of rule 10 of the house rules for the 119th Congress each committee must consider and pass an authorization and oversight plan by March the 1st the plan covers the committee's goals for authorizing agencies and programs under our jurisdiction that have lapsed or will be lapsing over the next two years this includes the National Oceanic
▶ 0:20:55and Atmospheric Administration the weather act program the national Quantum initiative act and NASA the document also outlines this committee's plans for vigorous oversight of the agencies under our jurisdiction together we will ensure that our research agencies are good stewards of the taxpayers dollars and America's R&D Enterprise is safe and secure from foreign theft or influence we have a lot to accomplish over the next two years to ensure America's

▶ 0:23:26I'm thrilled to have him on board so welcome Congressman Rouser and from his military service in the Army to his Service as a judge in Texas's Colin County uh judge Keith self has dutifully served our nation representative selfs where is he there he is right there uh his district includes some of the nation's most prominent innovators and Technology interests including significant defense Telecom space and Manufacturing sector companies
▶ 0:23:56on SST will serve on the space and aeronautic subcommittee we're glad you're on the team Congressman s South Carolina Sherry bigs she here there she is uh she's a doctor of nursing practice with two decades of experience working in the healthcare Arena not to mention that she's a lieutenant colonel in the Air National Guard representative bigs District includes nuclear and Aerospace interests which are very relevant to our committee she'll be serving on both our energy and research
▶ 0:24:27and Technology subcommittee so welcome to the team we're thrilled to have you representative bigs Mike heropoulos there he is down there spent 12 years in Florida State House and Senate before making the jump and demoted to Congress before that Congressman heridos heropoulos taught us history and political science uh at colleges and universities in Florida his district includes some fantastic space and a Aerospace assets including the
▶ 0:24:57Kennedy Space Center and significant space force facilities uh he will join this committee as chairman of the space and aeronautic subcommittee one very near and dear to my heart given my past service in that very same role so welcome Representative heropoulos herrian sorry about that um he has served our nation for years as an infantry officer he's not hard to see CU he's about 6'7 I think and U this include in
▶ 0:25:27various rols he is was an infantry officer including as a combat decorated Green Beret both around our country and the world his military service prepared him well for the next venture in firearms and Manufacturing industry back in his home state of North Carolina he graduated from West Point with a uh nuclear engineering degree so knowing his experiences I'm incredibly confident that his his ability to be successful here in Washington representative harrian
▶ 0:25:58will be serving on the energy as well as the investigations and oversight subcommittees here on SST uh welcome Congressman herrian glad he's here Jeff herd is Jeff here today okay all right well Jeff will be joining us in Washington from Western Colorado uh he is an attorney who cut his teeth in New York City's legal Arena that's a tough Arena uh he made it back to Colorado to work in various public facing roles in both the business development space
▶ 0:26:28and with Colorado Mesa University he'll be serving on energy and environment subcommittee uh we welcome him to the team Dr Mike Kennedy there he is down there he's an attorney a business owner and a former Utah House and Senate member uh he's on the doc caucus with me and we're we're glad to have him he's the father of just eight kids whose State and District are home to some of fantastic assets in the space Aeronautics and Technology sectors
▶ 0:26:58on SST uh Dr Kennedy will serve on the research and technology in space and Aeronautics subcommittees we're happy to have you with US Representative Kennedy uh Nick begot from Alaska see here there he is right down here found he founded a software development company in Alaska before kicking off his Public Service career from Noah to space to weather research to energy and much more uh this committee does a lot to support Alaska and I know that he will do a great
▶ 0:27:28job here he will serve on the energy environment and investigations and oversight subcommittees happy to have you here Congressman begot also let me join in welcoming our new subcommittee chairman my good friend and fellow Texan Randy Weber will be I think he had to step out did he not uh will chair our energy subcommittee with his extensive service on committee and breath of knowledge on energy policy and issues I have no doubt he'll do continue to do a great job Florida's very own Scott
▶ 0:27:58Franklin uh is Scott here this morning there he is uh will take the Helm of our environment subcommittee as a Naval aviator who flew from the decks of 13 different aircraft carriers and an experienced businessman I'm very confident that Congressman Franklin's ability to lead this subcommittee and continue leading across Congress are going to be very satisfactory Dr Rich McCormick of Georgia uh will lead our investigations and oversight subcommittee
▶ 0:28:29uh as a decorated veteran who flew helicopters in the Marine Corps and also as an emergency room physician and I serve with them on the doctor's caucus I know that Congressman MMI has what it takes to chair this subcommittee as well welcome doc appreciate you California's Jay oboli Jay there he is he will chair our research and Technology subcommittee a video game developer a business owner by trade Jay has already done tremendous work in this space by chairing

▶ 0:31:30much needed perspective to our work with the National Weather Service and he will serve on the energy subcommittee uh Sarah McBride from Delaware uh is a tireless advocate for renewable energy making green technologies affordable and growing sustainable Industries um she will serve on the um research and Technology subcommittee Laura Gillan comes uh to us um
▶ 0:32:01from the New York's fourth district she's uh uh has championed bringing Innovation and improved stem education and good paying jobs back to Nasa County uh Laura will serve on the space subcommittee George Whitesides is joining the committee and what should feel like a homecoming for him that's because George brings with him huge experience at Nasa he was chief of staff for NASA he has a back granon commercial space and Aerospace and
▶ 0:32:31uh we will be ha happy that he is serving on the space subcommittee because of his extensive background in that area Laura fredman uh is another mayor uh and former member of the California Assembly she's widely regarded as a leader in the environmental movement having scored many environmental legislative victories from her previous seat in the California State Assembly and she will serve on the subcommittee um
▶ 0:33:01April mlan Delaney brings with her a distinguished career in the satellite Communications industry she's also served in the public sector as Deputy assistant for secretary for communications at the Department of Commerce and she will serve on the research and Technology um subcommittee we also have uh Josh Riley who is a renowned public Advocate has spent his career uh taking on uh misconduct his district uh is home to Sunni
▶ 0:33:31Binghamton which is one of the top public research universities in the country and he will serve on the energy subcommittee I will not uh reintroduce our returning members but I would note that we have um selected our ranking members uh Gabe Amo will be leading the um as ranking on the environment subcommittee Deborah Ross will be ranking on the energy Sykes will rank on the investigations and oversight
